Stakeholders in Higher Education (HE), including government and accreditation agencies, increasingly require higher learning institutions to measure performance and document effectiveness of improved student learning. Such performance measurement is necessary but not easy. Individuals and institutions may be reluctant to expend limited resources on unknown or difficult solutions. Pacific Crest Software (PCS) will use technology coupled with its extensive experience to simplify the measurement and documentation of performance in order to enhance performance. It will provide ease of entry and analysis of performance across multiple organizations and domains. The project will: 1) Develop a prototype of the Performance Measurement and Enhancement System (the RMS subsystem) to test its technological and commercial feasibility, 2) Produce a Software Requirement Specifications (SRS) document for further commercial development beyond Phase 1, 3) Conduct five pilot tests of the RMS prototype in different educational contexts, and 4) Educate, disseminate, and build collaborations around measurement technology. The project will result in: 1) a prototype system, 2) preliminary unique pilot data for research analysis within and across learning domains, 3) an invested community of users and scholars, and 4) documentation and plans for future research and commercial application.
